Your hard drive makes a normal sound, and according to your environment :
with Windows, it is recognised by the disk manager ( by right-clicking on the start button). On the other hand, in the Windows explorer, you do not have access to the files, at most, it attributes a letter to the hard drive but it suggests the formatting (which you refuse).

with Linux, it is recognised by the hard drive manager (the “Disks” app with Ubuntu). But Linux cannot create any parting. So no access to any files.
If you are in this situation, your data can be recovered without having to go through a clean room in a software way.
Please provide as well as your broken hard drive, another drive with at least the same capacity in order to transfer the data.
